南北韓緊張局勢緩解後，去向不明的北韓潛艦也陸續返回基地，據分析，北韓潛艦最多只能在水下潛行3天，就必須浮上水面來補充氧氣，這項因素促使北韓部分潛艦提前返回基地。南韓軍方正密切關注其餘潛艦是否在返回所屬基地同時，繼續執行反潛巡邏任務，以防北韓潛艦越過北方界線。

南北韓經過馬拉松式談判終於在25日達成共識。韓聯社報導，據南韓軍方一位有關人士透露，曾離開基地、去向難測的北韓部分潛艦正在返回所屬基地。報導並推測，這些潛艦可能停留在北韓內海。

據分析，北韓潛艦最多只能在水下潛行3天，之後必須浮上水面來補充氧氣，而鑒於北韓潛艦從21日起離開基地，目前這些潛艦的潛航能力已大幅降低，加上颱風「天鵝」的影響，這些因素可能促使北韓潛艦提前返回所屬基地。

南韓軍方23日透露，北韓約有50艘潛艦離開基地，去向不明。此次離港的北韓潛艦數量為平時的10倍，也是韓戰結束之後，北韓潛艦最大規模的離港行動。

據報導，北韓共擁有77艘潛艦，包括20多艘1800噸級的「羅密歐級」潛艦、40多艘325噸級的「鯊魚級」潛艦和10多艘130噸級的「鮭魚級」潛艦。另外，北韓近日還建造了2000噸級新型潛艦。
